SURF is the collaborative organisation for ICT in Dutch higher education and research. SURF brings together ICT professionals within networks and collaboration projects for knowledge sharing regarding ICT-driven innovation. By making innovations available on attractive conditions and facilitating connections between technology and people, SURF ensures the continued optimal utilisation of the opportunities offered by ICT. Thanks to SURF students, instructors and researchers in the Netherlands have access to the best possible Internet and ICT services.

Open is an important theme for SURF, both for education as research. The digital openness combines open access, open data, open educational resources, open standards and open source.

Improved access is the basis for the transfer of knowledge (teaching), knowledge generation (research), and knowledge valorisation (civil society). The central idea is that the results of publicly financed research should also be available to the public.

SURF and all Dutch universities have signed the ‘Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities’. Collaborative efforts have been made to formulate policy, develop and improve the knowledge infrastructure, create a legal framework, and provide information for all concerned.
